What does the legislation say?

Whether in the front seat or the back seat, any animal transported must be equipped with a seat belt.

Indeed, article R. 412-1 of the Highway Code indicates that: “Every driver or passenger of a motor vehicle must wear an approved seat belt.”

The dog is also a passenger. It is therefore compulsory to attach it at least with a dog seat belt adapted.

Another article of the Highway Code to take into account is article R412-6: "Every driver must be constantly in a condition and position to carry out conveniently and without delay all the maneuvers incumbent upon him. His possibilities of movement and his field of vision must not be reduced by the number or position of passengers, by the objects transported or by the affixing of non-transparent objects to the windows."
